This actually rounds down to 5 hours and 20 minutes after the your breaks and introductory material. So you have 5 hours and 20 minutes to answer questions. You'll basically see 50 questions on general engineering in the morning and about 60 questions more civil specific in the afternoon. The exact topics on the exam and the breakdown of how many problems in each topic can be found on the NCEES website under their Civil FE specifications.
Print that off and become intimately familiar with it. Once you start the afternoon portion of the exam you cannot go back thru the morning questions. Make sure you've checked out the NCEES YouTube channel for all the nitty-gritty about the testing centers, time management, what the test looks like, etc.
You'll end up with about 3 minutes per problem on the exam. You'll have a timer so just keep an eye on it when working problems.
